Upper Hutt – Simplifying Local Government Reform

Upper Hutt City Council is participating in early regional discussions about local government reform as part of the Government-led Simplifying Local Government process. The Government introduced the voluntary Head Start pathway in May 2026, which allows councils to work together to explore possible changes to local government structures, including the possibility of councils combining to form larger unitary authorities.

Upper Hutt City Council is seeking community feedback through an online survey to understand local priorities before any decisions are made or proposals developed. The survey, available on the council’s engagement site until 17 June 2026, will help inform Upper Hutt’s position in future discussions. Wellington region councils are collaborating through the Wellington Mayoral Forum to consider governance reform options.

No decisions have been made about amalgamation or any future local government structure affecting Upper Hutt. Councils that do not participate in the Head Start process may still be affected by compulsory Government-led reform through the Backstop pathway after 2028.
