Upper Hutt residents invited to have say on local government reform Published

Upper Hutt City Council is inviting residents to provide feedback on local government reform in the Wellington region as part of a Government-led process. The Government has introduced the Head Start pathway, which allows councils to explore potential changes to local government structures, including the possibility of councils combining to form larger unitary authorities.

Mayor Zee emphasised that no decisions have been made and no preferred structure has been identified for Upper Hutt. The deadline for councils to submit proposals under the Head Start pathway is 9 August 2026. Councils that do not participate in the Head Start process may still be affected by future Government-led reform through the Backstop pathway after 2028.

Under either pathway, final decisions about any future local government structure would be made by central government. Residents can provide feedback through the council’s engagement page until 17 June 2026.
