Hamilton City Council has voted to pursue the central government’s Head Start pathway for local government reform, with a proposal deadline of 9 August 2026. The council is examining three potential merger models: a combination with Waikato District Council based on the existing IAWAI partnership; a merger of Hamilton City Council, Waikato District Council, and Waipā District Council; or a single unitary authority covering the entire Waikato Regional Council boundary.
All options would create a unitary authority with combined city or district and regional council responsibilities, as required under the Head Start scheme. Mayor Tim Macindoe described this as the most significant structural change for local government in decades, emphasising the importance of driving Hamilton’s own future rather than having it determined through the government-led Backstop process.
The preferred proposal will be presented to council on 6 August 2026, with central government evaluating submissions based on deliverability, support for the new planning system, governance simplification, economies of scale, and maintaining local voice.
