The two councils received nearly 600 survey responses during recent community engagement, with feedback showing residents are open to change if it improves outcomes while protecting local representation. Mayor Grant Smith said the council supports the direction of reform but does not support making decisions of this size in such a short timeframe. The council wants to work through the evidence and test different options with neighbouring councils, iwi, and the wider community before committing to any long-term decisions.
Palmerston North City Council’s preferred direction is to continue exploring a sub-regional arrangement with Horowhenua District Council that reflects the communities connected by the Manawatu River, with a focus on including neighbouring Manawatū District Council and Tararua District Council. The joint letter will outline principles both councils believe should underpin any future reform: growth, resilience, affordability, and strong local representation. The council noted that many thousands of people from surrounding areas travel into Palmerston North each day for work, education, healthcare, shopping, sport, recreation, and culture, representing shared communities of interest.
The council will now work with Horowhenua District Council to finalise the joint letter before it is sent to the Minister. Mayor Smith emphasised that the council wants to help lead local government reform in the wider Manawatū region and shape its own future, rather than waiting for change to happen to them.
