Christchurch City Council has voted to propose keeping its current boundaries and becoming a unitary authority under the Government’s Head Start Pathway local government reform process. The Council will absorb Environment Canterbury‘s regional functions, with regional councillors ceasing to be elected from 2028.
Mayor Phil Mauger had proposed an alternative option to create a Greater Christchurch metro unitary authority, which would have joined Christchurch with metro areas of Selwyn and Waimakariri while absorbing Environment Canterbury. However, this council amalgamation proposal failed to gain support from councillors. Despite his disappointment, the Mayor said he was pleased the Council remained at the Head Start table and could work with neighbouring councils and the Government on the best regional outcome.
The decision follows months of exploration since May 2025, when the Government invited councils to submit voluntary proposals for reorganisation. Christchurch City Council had unanimously agreed in early August 2025 to participate in the voluntary local government reform process. The Council’s proposal must now be submitted to the Government by 9 August 2026, with Cabinet making a decision in September 2026 on whether to progress the proposal.
If accepted, the proposal will move into detailed design between October 2026 and March 2027, with final Cabinet approval in May 2027. Legislation to reform local government will be implemented before the October 2028 local body elections. Regions that do not submit or have accepted proposals will have an interim process in place from the 2028 elections.
