Ashburton District Council has decided not to submit an outline proposal under the Head Start pathway for local government reform. The council voted on four options, including becoming a standalone unitary council, merging with South Canterbury councils, or joining a provincial mid-northern unitary council, but councillors were evenly split on all options. Mayor Liz McMillan chose not to use her casting vote to force a decision, saying the matter was too significant for the district to be determined by a single vote.
The Mayor acknowledged that the 90-day window provided by Government to develop options had been rushed for such an important decision. She thanked residents and staff for their input but said the council was clearly not ready to commit to a specific amalgamation pathway at this time. The tight vote at Ashburton reflects similar divisions in other Canterbury councils, highlighting how difficult the local government reform process has been across the region.
Despite not pursuing the Head Start pathway, Ashburton District Council has committed to continuing to explore and advocate for alternative local government reform models. The council will write to the Minister of Local Government and the Ministry for Cities, Environment, Regions and Transport to confirm its willingness to participate actively in reform, either independently or in collaboration with other councils. This approach allows the council more time to consider what structure would best serve the district’s long-term interests.
The letter confirming the council’s position will be submitted by 9 August. Mayor McMillan emphasised that being good leaders means taking the time needed for decisions of this magnitude, and that the council remains committed to acting in the best interests of Ashburton now and for future generations.
