Horowhenua District Council has agreed to submit a joint proposal with Palmerston North City Council as part of the Government’s local government reform programme. The decision, announced on 5 August 2026, represents a proactive approach to reform rather than waiting for the compulsory Backstop process that would begin after the 2028 local elections. Mayor Bernie Wanden emphasised that this is not a decision to amalgamate, nor does it predetermine any final outcome.
The proposal will be submitted to the Government ahead of the 9 August Head Start deadline. While Horowhenua District Council acknowledged it is not yet ready to submit a full Head Start proposal under the Government’s terms, the council has chosen to engage early to ensure a strong voice in the reform process. Mayor Wanden described the decision as one of the most significant strategic choices the council has made in recent years, supported by independent analysis and community engagement.
The two councils were selected as partners based on existing strong connections through employment, education, healthcare, and transport. Mayor Wanden noted that these longstanding relationships provide a solid foundation for exploring future local government arrangements, while leaving the door open for other councils to join future discussions. The proposal enables both councils to continue exploring what future governance could look like through a detailed design process.
If the Government accepts the proposal, the next phase will involve detailed design work, further engagement, and government assessment. Any structural changes to local government would require additional decisions and would not take effect before the 2028 local elections. Mayor Wanden stressed that significant work remains before any changes could become reality, describing the path ahead as having “a lot of water to go under the bridge”.
