Upper Hutt City Council has voted not to participate in the Wellington region’s Head Start proposal for local government reform. At a meeting on 5 August 2026, councillors considered the proposal, financial analysis, and community feedback before deciding to opt out of the regional reform initiative. The council will not be included in the Head Start submission due to the Government by 9 August 2026.
Mayor Peri Zee emphasised that the decision was not about opposing local government reform outright, but about protecting Upper Hutt’s interests. The council’s primary concerns were maintaining local representation and keeping rates affordable for residents. Upper Hutt currently has the lowest average residential rates in the Wellington metropolitan region, and councillors were not convinced the Head Start proposal would protect this financial position or deliver better value for ratepayers.
The Government has indicated that councils choosing not to participate in Head Start may be subject to a Government-led reorganisation through the proposed Backstop process after the 2028 local elections. Councillors expressed concern that the Head Start proposal, while including community councils, did not provide sufficient detail on how local voice would be retained or whether it would maintain the same level of representation and accountability residents currently have.
Mayor Zee stated that Upper Hutt City Council will continue to engage constructively as the Government’s reform programme progresses. The council hopes the Backstop process will be collaborative with appropriate community involvement. Cabinet is expected to decide in late September whether the regional Head Start proposal meets Government criteria, including support for the new planning system, simplified governance, economies of scale, and fair local representation.
