Waitaki District Council cuts rate rise from 22% to 17%

Waitaki District Council has voted to reduce its proposed rates increase from 22 percent to 17 percent for the 2026-27 financial year, following a Notice of Motion from Mayor Tavendale. The decision, made at a council meeting on 23 June 2026, revokes an earlier rate setting decision from May 2026. Council officers will now redevelop the Annual Plan with a target approval date of 9 July 2026.

The lower rates increase has been achieved through several measures, including reduced fuel prices easing economic pressure, a one-off $1 million special dividend from Whitestone Contracting Ltd (a Council Controlled Organisation), and cost savings that may result in reduced service levels for the community. However, the council will need to take on additional borrowing in 2026-27 to cover operating expenses, which will impact future rate setting and the development of the 2027-37 Long Term Plan.

The change means Waitaki District Council will miss the statutory deadline of 30 June 2026 to have a confirmed Annual Plan and rates set for the new financial year. The council has notified the Minister for Local Government, Simon Watts, of the decision to breach the statutory deadline and is awaiting his response.

This decision reflects the ongoing challenge councils face in balancing community affordability concerns with the need to maintain services and infrastructure. The choice to borrow for operating expenses rather than capital projects signals a shift in financial strategy that will have implications for ratepayers in future years when the debt must be repaid.
