South Wairarapa District Council, Masterton District Council, Carterton District Council, and Tararua District Council, together with Rangitāne and Ngāti Kahungunu, are working to establish a joint council-controlled water services organisation under the Local Government (Water Services) Bill. The proposed Wairarapa-Tararua Water Services Organisation would manage drinking water, wastewater, and stormwater services for approximately 25,000 connections across the four districts, with responsibility transferring from the partner councils to the new entity by 1 July 2027.
Community consultation on the proposal took place in March and April 2025, presenting residents with two options: the regional water services organisation or maintaining the status quo delivery model. Support for the regional approach was strong, with 88 per cent of South Wairarapa submitters, 70 per cent of Carterton submitters, 65 per cent of Tararua submitters, and 60 per cent of Masterton submitters favouring the joint entity. Based on this feedback, South Wairarapa District Council resolved on 8 May 2025 to proceed with establishing the Wairarapa-Tararua water services organisation.
Under the Government’s Local Water Done Well reforms, all councils must prepare Water Services Delivery Plans demonstrating how they will deliver safe, compliant, and financially sustainable water services over the next 10 years. Financial sustainability means water services revenue must cover delivery costs and planned investment must meet future infrastructure requirements, including regulatory standards and long-term debt servicing. The four councils are considering their joint Water Services Delivery Plan on 20 August 2025, with submission to the Department of Internal Affairs due by 3 September 2025.
The Government has indicated a preference for regional solutions in achieving sustainable water services delivery. If any council chooses not to approve the joint plan, the Department of Internal Affairs can appoint a Crown Facilitator to assist with developing solutions that address financial sustainability and affordability issues. A new website has been established to share information about the entity as establishment progresses through to July 2027.
