Waimakariri District Council Water Services Disclosure 2026

Waimakariri District Council has published a set of documents to meet its information disclosure obligations under the Water Services Information Disclosure Determination 2026, which is issued and enforced by the Commerce Commission. As a regulated supplier of water services, the council must make certain policies and charging information publicly available, and these have now been placed on its website.

On 16 June 2026, the council adopted a Funding Growth Policy, which explains how growth-related water supply and wastewater costs are funded across the Waimakariri District, along with a Statement on Dividends Policy setting out why the council does not operate a dividends policy. It also adopted a detailed Fees and Charges spreadsheet covering amounts payable to, or collected by, the council for water services. Under section 4.9 of the Determination, the council must disclose specific details for each charge, including who it applies to, where it applies, when it is payable, how it is calculated, and the rate charged.

For residents and ratepayers, this disclosure is about transparency rather than any change to how water services are delivered. It confirms, among other things, that the council does not collect any Infrastructure Funding and Financing Act levies. The information reflects the council’s current approach to funding water infrastructure as part of the wider Local Water Done Well reform programme, under which councils are required to show how they plan to meet future water infrastructure needs.

This disclosure will be reviewed annually alongside the council’s Annual Plan process, meaning the figures and policies may change from year to year. The document was last reviewed on 24 July 2026. While this update does not involve amalgamation or structural change for Waimakariri District Council, it forms part of the broader local government reform landscape, as councils across New Zealand adjust their water services arrangements under the Local Water Done Well framework.
