Christchurch council shares community views on amalgamation

Christchurch City Council has shared the results of a community survey on local government reform, with more than 7000 residents responding to questions about priorities for a potential amalgamation of Canterbury councils. The survey was part of the council’s work in response to a Government request for proposals to simplify local government across the region.

The results showed broad community agreement on several key outcomes that any reform should deliver, including better coordination of planning and infrastructure, sustainable and reliable essential services, a focus on affordability, and addressing growth pressure on the city. Residents also raised concerns about how decisions would be made under a new governance model, how local needs would be represented, and how to balance regional approaches with local priorities. An economic report from an external economist was also presented to the Mayor and Councillors alongside the survey findings.

For Christchurch and the wider Canterbury region, these findings will help shape the council’s position as it considers whether to pursue a merger with neighbouring councils or retain its current structure. The outcome matters for residents because any reorganisation could change how services such as water, roading, and planning are delivered, along with who holds decision-making power at a local level.

Christchurch City Council has until 9 August to submit a proposal under the Government’s Head Start Pathway process. If councils in the region cannot agree on a suitable proposal by then, the Government has said it will establish an interim body in 2028 to oversee regional functions and manage reorganisation. Broader legislation to reform local government is expected to be in place before the 2028 local body elections, meaning the coming months are likely to be a critical period for councils across Canterbury and New Zealand as they weigh up amalgamation options.
