The Government has deferred decisions on council amalgamation proposals across New Zealand, including the joint Northland Head Start Outline Proposal submitted by the four Northland councils in August 2026. Minister of Local Government Simon Watts announced on 24 September 2026 that the Government will take additional time to consider the 18 proposals received before Cabinet makes final decisions in early 2027. Whangārei Mayor Ken Couper, who chairs the Northland Local Government Reform Elected Member Steering Group, described local government reform as complex and welcomed efforts to ensure a sustainable solution with strong regional collaboration. Kaipara District Council Mayor Jonathan Larsen said the pause would allow more time to consider the implications and ensure communities have a meaningful voice in shaping future changes.
Northland Regional Council Chair Pita Tipene said the work undertaken to date has provided valuable insights into what is needed to create structures that best serve communities. He emphasised the importance of getting the reform right the first time, particularly given the critical work the regional council does for communities and the environment. Far North District Mayor Moko Tepania expressed pride in the collaboration shown by Northland councils despite the tight timeframe to deliver the proposal.
The councils remain committed to the reform process, viewing it as a once-in-a-generation opportunity to improve local government arrangements for Northlanders. In the meantime, council staff will focus on other major workstreams, including Long Term Plans and transitioning staff and assets to Northland’s new waters council-controlled organisation. The councils look forward to receiving clear direction from the Government after the election.
