Tauranga City Council and Western Bay of Plenty District Council will hold a joint meeting on 6 August 2026 to consider a Head Start proposal for future governance in their sub-region. The proposal is part of a coordinated response to the Government’s Simplifying Local Government reform programme, which aims to create fewer, larger councils and reorganise how regional and local council responsibilities are delivered. Councils wishing to submit their own reorganisation proposals have until 9 August 2026 to do so.
The draft Head Start proposal would establish a new sub-regional unitary authority covering the combined Tauranga City and Western Bay of Plenty areas. This new council would bring together many functions currently delivered by the two territorial authorities and Bay of Plenty Regional Council within this area. Recent community feedback across both councils showed residents were open to exploring local government reform, but with clear expectations around maintaining local voice and representation, addressing debt concerns, ensuring affordability and fairness, and delivering simpler decision-making and better value for ratepayers.
If both councils approve the proposal at their joint meeting, it must be lodged with central government by the 9 August deadline for consideration. Community feedback revealed a strong preference for locally led reform rather than waiting for central government to impose changes. The meeting will take place at Western Bay of Plenty District Council Chambers from 9.30am on Thursday 6 August and will be livestreamed.
If the councils do not submit a proposal by the deadline, the process will move to the Backstop pathway, under which central government will determine future governance arrangements for the region at a later date. This proposal represents a significant step in local government reform for the Western Bay of Plenty sub-region.
