Waitaki District Council has voted to pursue the Government’s Head Start pathway for local government reform and develop a proposal for a new unitary authority with neighbouring districts. At an extraordinary meeting on 7 July 2026, councillors agreed this approach gives Waitaki the best opportunity to shape its future, rather than waiting for decisions through the Government’s backstop process.
The council’s preferred option is a new unitary authority that would include Waimate District Council, Mackenzie District Council, Timaru District Council, and Waitaki District Council. The proposal also leaves the door open for Ashburton District Council, Clutha District Council, and Central Otago District Council to join if they choose to participate. This decision follows extensive community engagement across the Waitaki district, including 350 responses to the Otago Mayoral Forum survey, four public meetings in Ōtemātātā, Palmerston, Ngāpara, and Ōamaru, and a follow-up survey that attracted 312 submissions.
Key themes from the community consultation included keeping the Waitaki River catchment together, protecting local identity, and working with councils that share similar communities, geography, and infrastructure challenges. Mayor Mel Tavendale emphasised that the decision was about giving Waitaki a stronger voice in a reform process that will reshape local government. She noted that the current system needs to change to become more affordable and serve communities better, and that the Head Start pathway provides this opportunity.
The timeline for the process is tight, with Head Start proposals due to the Government by 9 August 2026. Cabinet is expected to decide in September which proposals will proceed to detailed design, with legislation expected in 2027 and successful council amalgamations in place for the 2028 local elections. Waitaki District Council will now work with neighbouring councils to develop an outline proposal and has committed to keeping the community informed and engaged throughout the process.
