Waitaki District Council has responded to suggestions that regional mayoral discussions about local government reform have been conducted in secret. Mayor Mel Tavendale attended both an Otago Mayoral Forum hui on 3 July 2026 and a Canterbury Mayoral Forum meeting on 6 July 2026, reflecting Waitaki’s position across both regions. The council emphasised that both forums published detailed reports about the meetings on their websites, and that no decisions were made at these gatherings, as decisions can only be made by individual councils.
On 7 July 2026, Waitaki District Council voted to form a Head Start proposal with Waimate District Council, Mackenzie District Council, and Timaru District Council. Ashburton District Council, Clutha District Council, and Central Otago District Council were identified as possible participants in the proposal. This decision followed two surveys open to all Waitaki residents that drew nearly 700 submissions, along with four public meetings held around the district in June and July where the mayor discussed her meetings with other mayors.
On 20 July 2026, Waimate District Council voted to discuss the Head Start proposal with Waitaki, Mackenzie, and Timaru, while remaining open to participation by Ashburton. The council noted that mayoral forums regularly share updates on their websites after every meeting to inform the public about what mayors are working on and discussing together.
The central government has set a deadline of 9 August 2026 for local councils to submit Head Start proposals for local government reform. If councils do not submit a proposal by this date, they will fall into the backstop programme where the government will determine their future. Waitaki District Council has committed to continuing to update the community on the progress of the Head Start proposal as it develops.
