Waimakariri District Council is seeking community feedback on three possible amalgamation options as part of the Government’s proposed Head Start Pathway under Simplifying Local Government reforms. The Government has announced that regional councils will be abolished by 2028 and is encouraging councils to propose mergers into multi-council unitary authorities or face imposed restructuring.
The three options being considered are: Option A, a standalone Waimakariri unitary council (not currently supported by the framework); Option B, a North Canterbury unitary council merging Waimakariri with Hurunui District Council and Kaikoura District Council; or Option C, a Greater Christchurch unitary council combining Waimakariri with Christchurch City Council and Selwyn District Council.
Mayor Dan Gordon emphasised the importance of community involvement in decisions that could affect local service delivery and representation. Information sessions will be held in Rangiora, Kaiapoi, and Oxford, with feedback closing on 5 July before Council finalises its submission to Government in August.
