Upper Hutt cautious on council amalgamation talks

Upper Hutt City Council has completed community consultation on local government reform, with residents signalling cautious support for participating in regional amalgamation discussions but emphasising the need to protect local interests. Between 2 and 17 June 2026, the council asked residents for feedback on whether to take the Government’s Head Start pathway, which allows councils to develop their own reorganisation proposals, or wait for the Backstop process where Government would impose reforms from 2028.

The consultation received 455 responses, with 82.4 percent supporting the Head Start pathway to ensure Upper Hutt has a voice in shaping any potential change. However, community views on actual amalgamation were more reserved, with only 9.3 percent supporting council mergers regardless of outcomes. Nearly half of respondents (49.8 percent) said they would only support change if outcomes clearly improved, while 33.5 percent opposed combining councils under any circumstances. Residents were split between wanting the council to participate cautiously (49.2 percent) and actively shape proposals (44.3 percent).

Key concerns raised by the community include rates and affordability, maintaining local representation, protecting Upper Hutt’s distinct identity, and ensuring transparent decision-making. Many residents questioned whether local government reform would deliver genuine cost savings and expressed concern about Upper Hutt ratepayers potentially subsidising infrastructure or debt in other parts of the Wellington region. Mayor Peri Zee emphasised that the feedback gives council a mandate to represent Upper Hutt’s interests in regional discussions but does not predetermine any final position on amalgamation.

The Government has set a deadline of 9 August 2026 for councils to submit high-level Head Start proposals. If a proposal proceeds, it will move to a detailed design phase with community consultation before final Cabinet decisions in May 2027.
