Three district councils in the Waikato region are set to consider a draft proposal for a new unitary authority covering the Waihou, Piako and Coromandel areas. Thames-Coromandel District Council, Hauraki District Council and Matamata-Piako District Council will each hold meetings on 4 August 2026 to discuss the proposal, which has been included in their agenda papers. The draft proposal has been developed as part of the Government’s Local Government Reorganisation Headstart programme and has been assessed against criteria set by central government.
The proposal follows a series of community surveys and cross-council workshops that explored options for future local government delivery across the region. If approved, the new unitary authority would combine regional and district council responsibilities into a single organisation for the proposed area. Council staff are recommending that each of the three councils approve the proposal for submission to the Government, though the final decision will rest with elected members at their respective meetings.
The proposal represents a significant potential change for local government in the Waikato, as it would consolidate the functions currently managed by three separate district councils and the relevant regional council services. A unitary authority model is designed to reduce duplication and improve efficiency by bringing all local government functions under one roof. This type of council merger has been used elsewhere in New Zealand, including in Auckland, Nelson and Tasman.
No decision has been made yet by any of the three councils. The councils have stated they will provide further comment once elected members have considered the proposal at their meetings. All three meetings are scheduled to begin at 9am on Tuesday 4 August 2026, with the public able to access more information through each council’s official channels.
