Taxpayers’ Union Sets Ratepayer Test for Amalgamation

The New Zealand Taxpayers’ Union has released The Ratepayers’ Guide to Amalgamation in response to the Government’s deadline for councils to prepare amalgamation plans. The document establishes a ratepayer test for proposed council mergers, setting out key criteria that must be met before any amalgamation proceeds. Senior Policy Analyst Josh Van Veen emphasised that ratepayers should not be forced into larger councils based solely on promises of future savings.

The Government has given councils just three months to develop amalgamation plans. The Taxpayers’ Union argues that any council pursuing amalgamation must prove it will cut duplication, reduce costs, and improve core services before seeking ratepayer approval. The organisation is calling for transition costs to be published upfront, mandatory savings targets to be set, and all financial projections to be independently verified.

The guide emphasises that local communities must have the final say on any proposed merger. The Taxpayers’ Union contends that amalgamation should be approved by residents and ratepayers themselves, rather than being imposed by central government or decided behind closed doors. Van Veen pointed to Auckland Council as a cautionary example, noting that Aucklanders were promised the Super City would deliver savings and efficiency fifteen years ago, yet the Government still has not completed a proper post-implementation review of that merger.

The Taxpayers’ Union’s position is clear: bigger is not always better when it comes to local government reform. If a proposed amalgamation cannot pass the ratepayer test by demonstrating concrete benefits and cost savings, it should not proceed. This intervention comes at a critical time as councils across New Zealand face pressure to submit amalgamation plans within the Government’s tight timeframe.
