The Government has announced it will not progress any Head Start local government reform proposals at this stage, choosing instead to take additional time before deciding which proposals should move to detailed design. Tauranga Mayor Mahé Drysdale has expressed disappointment with the decision, noting that councils across New Zealand invested significant time and resources into developing proposals under an extremely compressed timeframe. He criticised the Government for imposing an unrealistic deadline and then pausing the process.
Mayor Drysdale said that had councils been given a more realistic timeframe of six to twelve months, proposals could have addressed many of the issues identified and allowed for more robust community engagement. Despite the setback, he emphasised that the engagement Tauranga City Council undertook with the business community, iwi, and residents before the 9 August deadline demonstrated strong local support for reform. Around 80 per cent of survey respondents supported neighbouring councils working together rather than having change imposed by central government.
The survey also showed strong support for reducing the number of councils if it delivered more efficient services, simpler governance, and better value for ratepayers. Mayor Drysdale said the feedback demonstrated that people understand the challenges facing local government and are open to change if it delivers better outcomes for communities. He stressed the importance of continuing to act on that feedback despite the Government’s delay.
Mayor Drysdale has committed to working constructively with the new Government and other local government leaders to build on the progress made through the Head Start process. He expressed hope that the work undertaken would not be wasted and that willing regions would be given the opportunity to progress reform by the 2028 local body elections, including integrating regional council functions.
