Stratford Council Joins Local Government Reform Pathway

Stratford District Council has agreed to participate in the New Zealand Government’s Head Start pathway for local government reform. The pathway is a voluntary, streamlined process allowing councils to propose local government reorganisation rather than waiting for wider reform after the 2028 local elections. Under Head Start, territorial and unitary authorities can develop outline proposals for new unitary authorities covering all or part of a region.

Stratford District Council will work with other Taranaki councils on a coordinated regional approach to explore possible future arrangements. The decision does not commit Stratford to any amalgamation or structural change, but ensures the district has a voice in shaping proposals.

Outline proposals are due by 9 August 2026, with the Government deciding which proceed to detailed design by September 2026. Councils not progressing through Head Start will face mandated reform through a backstop process after 2028. The Government reformed its approach after consultation revealed support for change but concerns about flexibility and local leadership.
