Southland District Council has received approval from the Department of Internal Affairs to continue delivering water services through an in-house business unit model. This decision follows the government’s Local Water Done Well reforms, which required all councils to determine and implement a financially sustainable model for water delivery by 30 June 2025 and submit a full Water Services Delivery Plan by 3 September 2025. The approved plan was confirmed on 12 November 2025.
The council consulted with its community earlier in 2025, presenting two options: an adjusted status quo in-house model and a standalone Council Controlled Organisation. An overwhelming 97.5% of submitters supported the in-house option, which the council formally adopted on 11 June 2025. The Secretary for Local Government, Paul James, acknowledged the level of detail and effort Southland District Council put into developing its plan.
Mayor Rob Scott welcomed the decision, saying it vindicated the council’s belief that it was already delivering water services well. He emphasised the value of local knowledge held by council staff and the advantage of having localised governance, with community boards best placed to determine how local rates should be spent. The reforms cover drinking water, wastewater, and stormwater services, with compliance obligations set by the Water Services Authority, Taumata Arowai.
The new water services delivery model will take effect on 1 July 2027. The council is now undertaking early planning for implementation, including identifying system changes, planning for internal compliance capability, and reviewing policies for the 2027 to 2037 Long Term Plan. A water assessment by Waugh Infrastructure Management Ltd is also required by 1 July 2026 under the Local Government (Water Services) Act 2025.
