Waitaki, Central Otago, Clutha and Gore District Councils have jointly established Southern Waters Limited, a new Council Controlled Organisation set up to manage drinking water, wastewater and stormwater services across the four districts. The entity has been created under the Government’s Local Water Done Well reforms, which are driving councils throughout New Zealand to rethink how water services are delivered and funded.
From 1 July 2027, Southern Waters will take over day-to-day responsibility for water services in all four districts, while the councils retain ownership and oversight through their shareholding roles. The organisation is governed by a board of directors, currently made up of Clive Geddes as chair, along with Terry Jones, Richard Subtil and Glen Claridge. A Statement of Expectations for 2026-27 has also been published, setting out what the councils expect from the organisation as it gets under way.
For residents of Waitaki, Central Otago, Clutha and Gore, this arrangement is intended to provide safe, reliable and sustainable water services, with a stronger focus on long-term investment in ageing infrastructure. Pooling resources across four districts gives the new entity more scale than any one council could manage alone, which should help with funding major upgrades and meeting tighter water standards over time.
This kind of shared water services model reflects a broader shift happening across local government in New Zealand, as councils respond to Local Water Done Well reforms rather than face the more disruptive council amalgamation options originally proposed under Three Waters. Southern Waters is one of several joint arrangements emerging nationally, and its progress over the next two years will be worth watching as other councils weigh up similar water reform options ahead of the 2027 transition date.
