Selwyn Council narrows amalgamation options amid chaos

Selwyn District Council has narrowed down nine amalgamation options to three following a meeting on Wednesday, as councils across New Zealand grapple with a government-imposed deadline. The three options now under consideration are Selwyn becoming a standalone unitary authority, an amalgamation between Selwyn District Council and Ashburton District Council, and a Greater Christchurch amalgamation involving Selwyn, Christchurch City Council, and Waimakariri District Council, potentially also including Hurunui District Council and Kaikoura District Council. In May, the government gave councils just three months to submit amalgamation proposals by 9 August, or face having a new structure imposed from Wellington.

Selwyn mayor Lydia Gliddon described the three-month deadline as significantly challenging, noting the council originally anticipated two years to complete this work. She said that extended timeframe would have allowed councils to understand the Resource Management Act reform outcomes, conduct more detailed analysis, and develop stronger collaboration on potential options. Gliddon emphasised that Selwyn needed to be part of a proposal rather than risk having its future determined by others, stating “if we are not at the table we are on the menu”.

The mayor stressed that the community wants Selwyn to remain whole, opposing any division of the district’s urban and rural areas. A survey of Selwyn residents received 6900 responses, with 46 percent supporting exploration of both amalgamation with neighbouring councils and becoming a unitary authority, while about a third wanted to explore only the unitary authority option. Most councillors supported investigating both the standalone unitary authority and the Selwyn-Ashburton amalgamation options.

Councillors strongly criticised the government’s approach to local government reform. Councillor Sophie McInnes called the process “utterly ridiculous”, while councillor Denise Carrick described it as bewildering and “an unmandated directive that is causing quite a lot of chaos”. The three shortlisted options will now be put to Selwyn residents for consultation ahead of the August deadline.
