Rangitīkei District Council has decided to submit a letter of intent rather than a formal Head Start Proposal as part of the Government’s Simplifying Local Government reforms. This approach allows the council to remain involved in discussions with neighbouring councils while keeping multiple amalgamation options open for future consideration.
The decision follows community engagement called “Rangitīkei at the Table”, where 84 per cent of respondents supported Council participating in the Head Start process. Residents consistently emphasised the importance of protecting local representation and ensuring Rangitīkei maintains a voice in any future partnership arrangements. Since consultation closed, the council has been assessing various options against Government criteria and its own strategic priorities, including the ability to maintain local voice, simplify local government, achieve economies of scale, support economic growth, and ensure long-term sustainability.
Mayor Andy Watson said the letter of intent allows the council to participate constructively in the reform process without committing to a single model prematurely. He noted that Rangitīkei is fortunate to have several realistic partnership opportunities available, and the council believes it is in the district’s best interests to continue exploring these carefully alongside neighbouring councils, iwi partners, and communities.
The council indicated that initial advice suggested councils not participating in Head Start would have little influence over future arrangements, but more recent conversations suggest there may be opportunities through the Government’s backstop process. The letter of intent will highlight the council’s commitment to collaboration and improved efficiencies while ensuring any longer-term governance arrangements genuinely reflect what is best for Rangitīkei, with communities remaining at the centre of future decisions.
