Ōtorohanga and Waitomo councils plan amalgamation

Ōtorohanga District Council and Waitomo District Council elected members met to discuss responding to central government’s local government amalgamation proposal under the ‘Simplifying Local Government’ strategy. Ministers Chris Bishop and Simon Watts outlined two processes in a letter sent to all councils on 5 May 2026: a voluntary ‘Head Start‘ approach where councils submit amalgamation proposals by 9 August 2026, and a ‘Back Stop’ process where central government determines amalgamation for councils that do not submit proposals.

Both councils plan to bring resolutions to their 26 May 2026 meetings to develop a joint Head Start proposal, aiming to shape their own merger rather than risk being incorporated into a larger ‘Super City’ type structure. Ōtorohanga Mayor Rodney Dow and Waitomo Mayor John Robertson emphasised the importance of local representation and community voice in the process. If approved by central government in September 2026, detailed proposals would be due in March 2027 for implementation in the 2028 local government elections.
