Last week, Northland’s four councils made decisions on the Elected Member Steering Group’s recommendation for a staged transition to a single Northland-wide unitary authority. Whangarei District Council, Far North District Council, and Northland Regional Council voted to progress development of a Head Start outline proposal based on the staged transition model. Kaipara District Council voted not to support a Head Start proposal and requested that Kaipara not be included.
The staged transition model would begin with the establishment of two unitary authorities across Northland in 2028, which would then merge into a single unitary authority at a later date. Whangarei District Council and Far North District Council both indicated a preference for a configuration in which the Far North would stand alone as a unitary authority, while Whangārei and Kaipara would form the other. The configuration and timing would be worked through during a detailed design phase later this year if the Government accepts the proposal.
The decisions followed strong debate, with elected members considering local representation, the needs of rural and remote communities, financial impacts, and relationships with hapū and iwi. Kaipara Mayor Jonathan Larsen said his council supported regional collaboration but was not convinced the proposed model would deliver better outcomes, suggesting three unitary councils sharing regional services instead. Far North Mayor Moko Tepania called for more time to create a system beneficial for diverse communities.
A final version of the proposal will return to the councils in early August 2026 for them to decide whether it should be submitted to the Government by 9 August 2026. If approved by Government, the proposal would be subject to further analysis, detailed design, and public consultation in late 2026 and early 2027. Northland Regional Council Chair Pita Tipene emphasised that local voice must remain at the heart of any future model.
