Horowhenua District Council will this week consider several options for responding to the Government’s Head Start pathway for local government reform. Mayor Bernie Wanden described the decision as one of the most significant governance discussions the district has faced in many years. Despite the Government’s compressed timeframe, the council has invested in independent analysis, community engagement, and discussions with neighbouring councils to ensure a well-informed decision. More than 600 residents participated in the Future Fit Horowhenua community conversation, with feedback showing general openness to councils working more closely together, provided affordability, local representation, and essential services remain protected.
One emerging option is a proactive approach that would allow Horowhenua and Palmerston North to shape their future together ahead of the Government’s compulsory Backstop process, which begins after the 2028 local elections. This approach would signal willingness to work together without locking councils into detailed governance arrangements immediately. It would also preserve flexibility for neighbouring councils including Kāpiti Coast, Rangitīkei, Manawatū, and Tararua to participate in future discussions.
The Government’s voluntary Head Start pathway allows councils to put forward their own proposals for future governance arrangements before the Backstop process begins. Community feedback highlighted Horowhenua’s strong functional connections with Palmerston North and neighbouring districts through employment, education, healthcare, and transport. If the council supports progressing a Head Start proposal, further work including detailed design, engagement, and Government assessment would be required before any final decisions are made.
