Hawke’s Bay Councils Sign Reform Pathway Agreement

The five councils in Hawke’s Bay have signed a Memorandum of Understanding to collectively explore the Government’s Head Start pathway for local government reform. The agreement, signed in early June 2026, establishes a framework for councils to work together to assess options and potential implications before deciding whether to submit an outline proposal by the 9 August 2026 deadline.

The participating councils include Napier City Council, Hastings District Council, Central Hawke’s Bay District Council, Wairoa District Council, and Hawke’s Bay Regional Council. Mayors emphasised that signing the memorandum does not commit councils to any particular outcome, but creates a coordinated approach to exploring reform options.

The councils are seeking early community input to inform their discussions and will undertake intensive work over the coming weeks to assess factors including local voice, service delivery, affordability, and long-term regional outcomes. This represents one of the most substantial local government conversations in decades for the region.
