Hamilton and Waikato councils pause R2 boundary change

Hamilton City Council and Waikato District Council have paused work on a proposed boundary change that would have transferred land on the northern edge of Hamilton into the city from Waikato District. The affected area, known as R2, sits between Gordonton Road, Pukeroa Road and the Waikato Expressway, and both councils had been working together on the proposal to support coordinated growth, infrastructure planning, and services in this fast-growing region.

The pause has been prompted by recent Government announcements about local government reform, including the Head Start pathway, which have created uncertainty about how councils may be structured and governed in the future. Both councils are now exploring a range of options as part of the Government reform programme, including potential amalgamation scenarios such as forming a single unitary authority or joining a wider group of councils. Officials from both councils have said it makes sense to pause the boundary change process until there is more clarity about the direction of local government reform.

For residents and landowners in the R2 area, there are no immediate impacts from the pause. Rates will continue to be set by Waikato District Council, council services remain unchanged, and existing planning and consenting processes will continue as usual. The pause applies only to the boundary change process and does not affect development activity in the area, with fast-track projects continuing as planned.

Both councils have described the decision as a pause rather than a cancellation, and the R2 boundary change proposal will be revisited once there is greater certainty about future local government arrangements. Community input will help inform the work on potential amalgamation and reform options, and both councils remain committed to working together and keeping residents and stakeholders informed as more information becomes available.
