The New Zealand Government announced on 5 May a fast-tracked local government reform programme aimed at simplifying council structures nationwide. The reform focuses on creating fewer, larger councils that combine regional and local functions to reduce duplication and improve service delivery. Councils must develop amalgamation proposals by 9 August 2026, or the Government may impose a structure.
Carterton District Council is working with Masterton District Council and South Wairarapa District Council to assess options, including potential unitary authority models within Wairarapa or connections with wider Wellington. The council plans to present information and cost implications to the community in late June before seeking feedback through engagement sessions.
No decisions have been made yet, no immediate service changes will occur, and any council merger would not take effect until the 2028 local elections. The councils are currently gathering information and testing different amalgamation models.
