Waitomo and Ōtorohanga councils eye amalgamation

Waitomo District Council and Ōtorohanga District Council held a joint meeting to discuss responding to Central Government’s local government reform process. Both councils are considering developing a voluntary amalgamation proposal under the “Head Start” pathway, with a submission deadline of 9 August 2026.

This approach would allow the councils to shape their own merger rather than face a government-led “Back Stop” process that could result in the districts becoming part of a larger “Super City” type structure. Both mayors emphasised the importance of maintaining local representation and community input.

The councils will each consider resolutions at their 26 May 2026 meetings to proceed with developing a joint proposal. If approved by Central Government in September 2026, detailed proposals would be required by March 2027, with implementation planned for the 2028 local government elections. Ministers Chris Bishop and Simon Watts announced the reform strategy on 5 May 2026.
