Three Hawke’s Bay councils have voted to prepare an outline proposal for a single Hawke’s Bay council under the Government’s voluntary Head Start pathway for local government reform. Hastings District Council, Napier City Council, and Central Hawke’s Bay District Council each passed resolutions following several weeks of investigation, elected member workshops, and early community engagement. The work explored possible governance options and tested what matters most to communities across the region.
The resolutions do not determine the final structure of local government in Hawke’s Bay. Instead, they provide council officers with a mandate to prepare an outline proposal for further council consideration in early August. Each council will then decide whether to submit the proposal to Government by 9 August. If accepted, the proposal would progress to a more detailed phase involving financial analysis, business case development, comprehensive community consultation, and additional council decisions before any changes could occur.
Hastings Mayor Wendy Schollum said the decisions would help ensure Hawke’s Bay could continue shaping its own future through the voluntary reform process. She noted that communities want any future council to be affordable, efficient, and capable of delivering infrastructure and services, while also protecting local identity and local voice. Napier Mayor Richard McGrath said the preferred option would allow more focused work in the next phase, while Central Hawke’s Bay Mayor Will Foley emphasised that maintaining strong local representation would remain an important consideration throughout the process.
As part of developing the outline proposal, the councils will consider how functions currently delivered by Hawke’s Bay Regional Council could be integrated into the proposed new structure. Wairoa District Council is expected to consider its participation in the Head Start pathway later this month.
