Whakatāne District Council is progressing a comprehensive Three Waters Consent Replacement Programme to renew expiring resource consents for water and wastewater infrastructure across the district. Many wastewater consents, originally granted for 35 years, will expire in August 2028 despite recent legislative extensions.
The programme covers six wastewater treatment plants, ten public water supply systems, and stormwater networks serving urban areas. Council approved the Three Water Consent Replacement Programme Strategy in May 2024, which prioritises people, environment, and affordability while working collaboratively with iwi, hapū, and whānau. Major projects include wastewater consent replacements for Murupara, Tāneatua, Whakatāne, and Edgecumbe, each requiring significant infrastructure upgrades and investment to meet current environmental and regulatory standards.
The programme aims to deliver improved environmental and cultural outcomes, continued core services, and support for residential and business development. Community engagement will occur throughout each project stage, with co-design processes involving tangata whenua to ensure culturally appropriate and environmentally sustainable solutions.
