South Wairarapa seeks views on council amalgamation

South Wairarapa District Council is inviting residents to share their views on local government reform as part of a government-mandated process to restructure councils across New Zealand. The Government has set a deadline of 9 August 2026 for councils to submit proposals for future governance arrangements, with a focus on creating unitary authorities that deliver both regional and local services. The three Wairarapa district councils—South Wairarapa, Carterton, and Masterton—are exploring what these changes could mean for their communities.

Two broad options are currently being considered, though no decision has been made. Option one would create a single Wairarapa Council combining the three Wairarapa district councils into one unitary authority delivering both local and regional services. Regional services such as rail, maritime, spatial planning, and emergency management would be delivered through a shared vehicle such as a Council Controlled Organisation with other unitary authorities in the wider region. Option two would establish a Wellington Region Unitary Authority covering Wellington, Hutt Valley, Porirua, Kāpiti Coast, and Wairarapa, with all policy and delivery responsibilities held centrally and local services delegated to Community Councils.

The council acknowledges that the government timeframe is tight and that these decisions would normally be given considerably more resources, time, and opportunity for full community consultation. Both options present opportunities and challenges for the region. South Wairarapa District Council is encouraging as many residents as possible to participate in the conversation about how local government could work in the future.

Community feedback will help inform council discussions and the proposal that is ultimately submitted to the Government. Residents can complete the survey on the South Wairarapa District Council website before 26 July 2026.
