The agenda presents seven options for consideration, including various configurations with Otago and Canterbury councils, reflecting Waitaki’s unique position as the only South Island council spanning two regions.
The reforms present particular challenges for Waitaki District Council due to its split between the Otago and Canterbury regions. The council has been working with both the Otago Mayoral Forum and Canterbury Mayoral Forum to navigate this complexity. The seven options under analysis include various unitary authority configurations, ranging from a full Otago Region Unitary to combinations involving South Canterbury and Mid Canterbury councils, with some options including the entire Waitaki district and others focusing on the Waitaki catchment area.
Tuesday’s meeting will not make final decisions but will set key directions for council officers and determine which pathway to follow. Submissions received by 5pm on 3 July will be considered before the meeting, with later submissions still informing future detailed work. The mayor stressed that over 500 people have provided input and that community conversation will continue as the local government reform work progresses.
